The People of GlobalEyes

GlobalEyes is a California-based 501(c)(3) not-for-profit corporation, formed in June of 2006. Though GlobalEyes formally organized last year, visits to communities like those our current projects serve by curious global citizens - students, teachers, families - sparked deep interest in and concern for the welfare of people in disadvantaged situations across the globe.

GlobalEyes assists youth and women, and the communities they live in, by initiating and supporting social entrepreneurship projects in developing countries and poor communities in the US.

GlobalEyes was founded on the belief that youth and women must be armed with appropriate training and technology, freedom to explore and invent creatively and ownership and accountability for activities that produce positive and sustainable social and economic outcomes.

William Bertrand

Dr. William Bertrand is co-founder and former director of Tulane University’s Payson Center for International Development and Technology Transfer.

Dr. Bertrand’s areas of expertise include information and evaluation systems, instructional technology and design, human resource planning, adaptation innovation and technology transfer and organizational change in civil society sectors.

Dr. Bertrand has consulted for several major development organizations and has served as principle investigator on projects funded by NIH, PAHO, USAID/OFDA, the Rockefeller Foundation, the Xerox Foundation, the Department of Education and the Zaire School of Public Health, among others.

In 2001, Dr. Bertrand was appointed to the National Advisory Allergy and Infectious Diseases Council, the principle advisory body of the NIH's National Institute of Allergy and Infectious Diseases Council. Dr. Bertrand earned his Ph.D. in Sociology and Demography from Tulane University.

Veronica Ensign will receive her Master's in International Development with emphasis on female education and health in sub-Saharan Africa in May 2008 from Tulane University’s Payson Center. Veronica earned her B.A. in English Literature and French from the University of San Diego in 2004.


Jessica Bylo Chacon

Jessica is a World History teacher at American High School in the Fremont Unified School District in California. She is currently completing her Master's degree in History with an emphasis in Teaching at San Jose State University and is a 2007-8 Museum Teacher Fellowship recipient at the U.S. Holocaust Memorial Museum.
